@NICCO has supported the people at Viengkham district in Lao PDR for 10 years. Due to the construction of Nam Ngum dam, initially supported by Japan and Canada, people were compelled to move to this region. At this one of the poorest regions in Laos, people live on their little farmland cultivated by deforestation and the income from working away from home.
@In the past, we have implemented various projects such as Cow-raising, Weaving-bank and electrification. Hereafter, we continue to provide additional supports regarding investigation and analysis of local situation and needs. @

¡ Duration
  • Operation period - since 1994By the end of 2001, all the management has been transferred to Lao NICCO. Field investigation was carried out iin August 2003 to survey needs for additional support.

1994 @Cooperating with Thai NICCO , Cow bank starts
1998 @Start up agricultural resources bank at Phonhang village, Viengkham district.
1999 @Establish Lao NICCO at Viengkham district, Vientiane Province.
March @Study-tour project at Phon Hang Village. With 25 participants from Japan, total 140 people made thorough repairs on irrigation canals.
January, 2000 Build an elementary school at Phon Hang Village.
August @Start Cow bank at Nontae Village.
February, 2001 @Complete installing the electricity equipment at Nontae Village.
August @Start Weaving bank at Nontae and Mae Pho Si Village.
December @At Nontae Village, complete new building for higher grades of elementary school

In cow bank, cows are lent for long-term without interest. People will give the second and the fourth calves back to the cow bank committee in the same village, which is based on the local community. The people will keep the first, third and the fifth calves. These calves bring the cash income to the people.

Agricultural resources bank is a system allows people to lend the required equipments for farming such as tractor, fertilizer and water-pump without collateral. The managing committee consisted of people and the village council, is currently run by three members. People do return the gas-loan and other their loans after its busy farming season.

A study-tour was carried out by NICCO in March 1999. 140 people consisted of 25-Japanese participant and local people in Phon Hang Village, made repairs for irrigation canals and technical transformation.

Ironically enough, although it was the dam construction that forced them to move, there was no electricity. They were as poor as unable to afford their food. It is no need to say that they could not pay the cost of putting telegraph poles (70% covered by government and 30% by each villages) The NICCO's support brought them electricity.

The villages around this region are devoted to education. They make their children go to school regardless of how poor the families are.
